What Is a COBR Meeting?

A COBR meeting is the UK central-government forum for agreeing and coordinating the response to an acute crisis. Agreement establishes a collective government position. Coordination brings together the departments responsible for carrying out different parts of that position.

A COBR meeting is the UK central-government forum for agreeing and coordinating the response to an acute crisis. Agreement establishes a collective government position. Coordination brings together the departments responsible for carrying out different parts of that position. The forum connects those two functions at the centre of government while the crisis response is being organised.

COBR can meet at ministerial or official level. It has no fixed membership, because attendance is drawn from the needs of the crisis. Meeting level identifies whether ministers or officials take part; attendance identifies the departments and other relevant parts of government needed for the particular response. Those dimensions remain separate, so a change in the participants required by the crisis does not by itself change the meeting from official to ministerial level or the other way round.

Attendance, chairing and collective agreement

At ministerial level, the chair may be the Prime Minister, a Cabinet Office minister or the Secretary of State from the lead department. These alternatives describe the leadership of the ministerial meeting. Chairing and attendance answer different questions: the chair leads that meeting, while the attendee list brings together the parts of government needed for the crisis. The official-level form remains a separate meeting level with attendance likewise shaped by the response.

When ministers collectively agree decisions through COBR, those decisions bind government. The binding effect attaches to the position agreed together by ministers. It establishes one government decision for the responsible departments to carry into their parts of the response. Several departments may contribute to implementation while working from that common direction.

From an agreed position to implementation

The responsible departments carry out the agreed position through their own functions. Each retains the responsibilities through which its part of the response is delivered, while COBR coordination connects those contributions around the common decision. Variable attendance allows the departments relevant to this crisis to take part in that central process. After agreement, their respective functions provide the routes through which the coordinated position is put into effect.

Emergency powers arise from legislation and are a last resort; a COBR meeting does not itself create emergency powers. This makes legal authority for measures used in delivery a separate question from the binding effect of a collectively agreed ministerial decision, even though both form part of the same crisis response.
